SPRINGFIELD – Since Katie Stuart (D-Edwardsville) first ran for state representative in 2016, she has raised 94 percent of her itemized revenue - $4.28 million - from outside the Metro East counties.
As of Dec. 31, Stuart had itemized just six percent - $244,223 - in campaign transfers and individual contributions from sources within Madison and St. Clair Counties. She itemized $4,043,125 in transfers and contributions from other locations.
The Illinois Democratic Party, led by former House Speaker Mike Madigan until January 2021, directly paid $960,536 for Stuart’s campaign payroll, postage, phones, and polls.
Madigan also transferred $555,000 to Stuart from his Democratic Majority committee. All in, Madigan – currently under indictment on fraud charges – has given Stuart $1.5 million through committees he controlled.
The base salary for an Illinois state representative is less than $70,000 annually.
In 2016
When Stuart challenged Republican incumbent Dwight Kay, she raised $33,611 from sources within Madison and St. Clair counties.
From other sources she raised $1,519,551, or 45 times as much.
Six current Representatives transferred $321,606 in 2016.
She received $103,900 from Martin Moylan of Des Plaines, $60,000 from Anna Moeller of Elgin, $53,900 each from Deb Conroy of Villa Park and Kathleen Willis of Northlake, $26,000 from Michelle Mussman of Schaumburg, and $25,000 from Natalie Manley of Romeoville.
Former Representative Brandon Phelps of Harrisburg transferred $75,000.
Three government unions transferred $214,800.
Stuart received $53,900 from state, county and municipal employees through their national office and $52,900 through their Illinois office.
She received $53,000 from the state teacher federation in Westmont and $5,000 from the regional federation in Belleville.
She received $50,000 from the education association.
Private sector unions didn’t match those numbers.
National carpenters transferred $15,000 and state carpenters transferred $10,000.
State laborers transferred $25,000.
Local lawyers Randy Gori, John Simmons, and Tom Keefe each contributed $2,500.
Chicago firms topped them, four to three, with $25,000 contributions from Robert Clifford, Cooney and Conway, Power Rogers, and Salvi Schostok.
The state party, controlled then by Madigan, directly paid $322,370 to support her campaign.
She spent $1,163,140 on media and she won.

Simmons set the pace at $10,000, and Keefe, Clifford, Power Rogers, and Salvi Schostok each contributed $7,500.

Clifford and the Wise Morrissey firm of Chicago each contributed $5,125.

Stuart transferred $225,600 to five candidates in the Chicago area.
She transferred $57,000 to former representative Monica Bristow, who ran for a third term like Stuart but lost to Republican Amy Elik.

Republicans Jen Korte and Joe Hackler will face each other in the June 28 primary election, with the winner going on to challenge Stuart.
