Madison County State’s Attorney Tom Haine has filled his ranks with a new leadership team in an effort to introduce a “modified leadership structure” in the office.
“The period of transition since I took office two months ago has been fast-paced but fruitful,” Haine stated in a press release. “My team took advantage of the COVID-required pause to introduce many important internal improvements, to include a full-case tracking system, office and policy modernization, and a modified leadership structure. In short, we are motivated and prepared for a very busy year in Madison County’s justice system. I am grateful for their hard work.”
Chad Loughery was appointed by Haine as First Assistant, filling the position previously held by Crystal Uhe. Loughery has worked in the State’s Attorney’s Office for the past 14 years. He has general duties over all attorneys in the office under Haine.
Andrew Carruthers was appointed Chief of the Civil Division, filling the position previously held by Jeff Ezra. Haine selected him to fill the role “after a distinguished career in private practice,” the press release states. Carruthers manages the office’s representation of county officials and offices. He also manages outside litigation involving the county and advises the County Board on legal matters. Carruthers said he is still seeking appointment to the circuit court vacancy left by the retirement of Circuit Judge Richard Tognarelli.
Lauren Maricle was appointed Chief of the Violent Crimes Unit. Maricle has worked in the State’s Attorney’s Office for the past eight years. She directs the Violent Crimes Unit, organizes the trial work, and prosecutes many of the office’s most important upcoming trials, according to the press release.
Kathleen Nolan was appointed Chief of the Juvenile Justice and Child Justice Division after working in the office for the past eight years.
“Kathleen leads a passionate and focused team to bring justice to child victims and survivors of sexual abuse, and to prosecute juvenile offenders,” the press release states.
Katie Warren was appointed the Chief of the Criminal Division after working in the State’s Attorney’s Office for 11 years. She directs the assignment and management of felony cases prosecuted by the office, which includes more than 700 cases “just since Dec. 1.”
Trent Cameron was appointed Chief of the Child Support Division. He has worked in the State’s Attorney’s Office for the past five years.
“He has continued working to ensure child support and paternity issues are promptly and energetically prosecuted by the state,” the press release states.
Sean Williams was appointed Chief of the Traffic and Misdemeanor Division after working for the State’s Attorney’s Office for seven years.
“Has been instrumental in innovations such as the ZOOM traffic dockets. Sean prosecutes felony cases as well,” the press release states.
Haine also created two new positions within the State’s Attorney’s Office: Trial Advocacy Coordinator and Office Manager.
Susan Jensen, a long-time prosecutor, was appointed Trial Advocacy Coordinator. Haine brought Jensen back to the State’s Attorney’s Office “to help build up the trial skills in the office through mentorship and training of younger attorneys.”
Maria Maxwell was appointed Office Manager. Maxwell previously worked as a congressional aide and performed compliance work in the private industry. Her responsibilities include rebuilding and professionalizing the internal operations of the State’s Attorney’s Office.
“I’m happy to introduce this team, dedicated to bringing stronger, faster, and fairer justice to Madison County,” Haine stated. “It will be a busy year, and we’re ready to go.”
Haine was elected State’s Attorney on Nov. 3 after former State’s Attorney Tom Gibbons ran for circuit judge.
