VERNON — Justice Thomas Welsh and the Illinois Fifth District Appellate Court upheld on June 1 a Madison County ruling that homeowner Jacqueline Lumpkins, who was accused of maintaining a property used by local gang Flyboyz, is liable for a large sum in damages after Lumpkins appealed asking for the court to fully vacate the ruling.
