Alleged heroin dealer set to plead guilty Aug. 21

EAST ST. LOUIS – Alleged heroin dealer Douglas Oliver of Fairview Heights, whose mother implicated him in her crimes, has chosen to copy her in pleading guilty.

On Aug. 13, U.S. Magistrate Judge Clifford Proud set a change of plea hearing for Oliver on Wednesday, Aug. 21.

His mother, Deborah Perkins, pleaded guilty on Aug. 1.

Her plea agreement stated that she supplied heroin to her son and others for resale.

It stated that she sold heroin from her house at 20 Kassing Dr. since 2004.

Last year, 30 year old Jessica Williams and 20 year old Jennifer Herling died at the house.

The deaths prompted U.S. Attorney Stephen Wigginton to open an investigation.

Agents arrested Perkins, Oliver, and Eric Beckley of Centreville in January.

Prosecutors later identified Perkins and Oliver as associates of Sean McGilvery, alleged supplier of the heroin that addicted former circuit judge Michael Cook.

Perkins, Oliver and Beckley obtained delays of their trials in June so they could engage in plea negotiations.

Beckley continues negotiating while facing trial before District Judge Patrick Murphy on Sept. 10.

McGilvery sought a delay due to the volume of discovery, and District Judge David Herndon continued his trial to Sept. 16.

Cook, facing possession and weapons charges, sought a delay so he could obtain treatment.

District Judge William Stiehl continued Cook’s trial to Oct. 1.
