An East St. Louis Auxiliary police officer suing the city and its officials for what he claimed were unfair hiring practices moved to dismiss his suit in St. Clair County in order to pursue it at the federal level in late 2008.
The officer, Charles Hubbard Sr. had sued East St. Louis last year for $1 million in punitive damages. The suit stemmed from promotions Hubbard claimed not to have received.
The suit named the city of East St. Louis, Mayor Alvin Parks, Police Chief Michael Baxton, Sr. and Board of Fire and Police commissioners Isadore Chambers, Larry T. Hampton, Sr. and Verge Riley in St. Clair County Circuit Court action.
Hubbard alleged that he was passed up for promotion to a full police officer despite meeting all of the city's requirements and being employed as an auxiliary officer since 2001.
The last action recorded in the case file is an October 2008 order setting the case for management and quashing a subpoena because Hubbard moved in September 2008 to dismiss his case without prejudice. According to Hubbard's motion, he sought to pursue the case against the city in federal court.
Hubbard represented himself. The city and its officials were represented by Kathryn Crossley of Belleville.
