EAST ST. LOUIS - Khalilah Liddell owes $14,445.15 to Joe Hand Promotions for showing a boxing match at Teddy’s bar in Cahokia Heights without a license, Chief U.S. District Judge Nancy Rosenstengel ruled on Feb. 13.

Rosenstengel entered default judgment, finding Liddell didn’t answer a suit claiming she broadcast a match between Manny Pacquiao and Adrien Broner without a license in 2019.

She ordered Liddell to pay the $1,500 cost of a license and $10,000 in damages.

She found she could enhance damages up to $100,000, but she decided $10,000 would discourage future violations without ruining the business.

Rosenstengel assessed $1,500 in fees for Joe Hand Promotions counsel Yeoeun Yoon of Chicago and $1,445.15 for additional costs and fees.

More than 40 customers watched the match on two flat screens at Teddy’s.

Joe Hand Promotions auditor Joshua Wallick also watched.

Joe Hand Promotions sued Liddell and Teddy’s in 2022 but couldn’t serve the complaint.

The clerk entered default last year after Joe Hand Promotions served the Secretary of State.

Yoon moved for default judgment in July and attached a declaration of Joe Hand Promotions president Joe Hand.

He stated his programs couldn’t be mistakenly, innocently, or accidentally intercepted.

He added that signal piracy has caused his business to lose millions of dollars of revenue and has increased costs for lawful residential and commercial customers.

Rosenstengel concluded that Liddell and Teddy’s willfully violated the piracy statute.
