Attorney General Raoul Obtains Guilty Plea in Official Misconduct Case Against Former Idnr Employee

Attorney General Kwame Raoul announced a former Illinois Department of Natural Resources (IDNR) employee pleaded guilty to official misconduct based on an allegation that the Macon County man exposed himself to a fellow female IDNR employee.

James Mayes, 48, of Mt. Zion, Illinois, pleaded guilty on Thursday to one count of official misconduct, a Class 3 felony. Mayes was sentenced by Franklin County Circuit Court Judge Thomas J. Tedeschi to 30 months of probation and will be required to undergo a sex offender evaluation and any recommended treatment.

“State employees are charged with carrying out the work of the people of Illinois and are held to a high ethical standard,” Raoul said. “Individuals who break this trust with the public must be held accountable for their actions.”

According to Raoul, James Mayes, a law enforcement captain with the IDNR Office of Law Enforcement, exposed his penis to a female coworker with whom he shared an office space and desk in the IDNR office located in Benton, Illinois. The case was initially investigated by the IDNR, and then referred to the Office of the Executive Inspector General (OEIG). The Attorney General’s office prosecuted the case based on a referral from the OEIG.

Assistant Attorney General Haley Bookhout handled the case for Raoul’s Public Integrity Bureau with Assistant Attorney General William Bryant from Raoul’s Criminal Prosecution and Trials Bureau.
