Chief U.S. District Judge Nancy Rosenstengel announced a rollback of some COVID-19 related restrictions at federal courthouses in East St. Louis and Benton, saying the rate of contamination in the district's 38 counties is dropping as vaccinations against the coronavirus increase.
Employees are ordered to return to work as directed by supervisors, but may telework when possible. Employees who are deemed unable to report in person, telework or perform alternate duties will be placed on administrative leave.
"This eighth amendment of Administrative Order No. 266 details a loosening of restrictions, as well as a flexible plan for operations during this fluctuating public health crisis," Rosenstengel wrote in the opening of a 16-page order.
"The Court recognizes that it is impossible to cover all contingencies during this fluid situation. This Order is therefore designed to give the presiding judicial officers flexibility to address issues as they arise."
Phasing out "precautionary mesures" will shift responsibility for wearing masks and other precautions mostly to those who are not fully vaccinated or have compromised health issues, according to the order.
The order also applies to operations of the bankruptcy court and probation and pretrial services office.
"The Court will closely monitor the COVID-19 outbreak and any changes to the guidance offered by the CDC and local public health officials and make necessary adjustments in the interest of public health and administration of justice," the order concludes.
