A contract between the Madison County Sheriff’s Department and Decker Analytics began July 1 after Major Jeff Connor said approval of the special services agreement was not required from the Public Safety Committee.
Connor said during the July 6 committee meeting that the Sheriff’s Department was no longer seeking approval of the resolution to purchase professional services with Decker Analytics for $114,000 per year, or $9,500 per month.
Connor explained that after Captain Eric Decker retired last month, he started working as a consultant through Decker Analytics.
Committee member Ray Wesley (R) asked how the situation changed from seeking approval to not needing approval for the contract.
Conner said the department did some research and learned that by “state law, county ordinance, and the Attorney General’s ordinance,” professional services agreements do not require county approval.
He added that the county board only appropriates the money for the budget.
Connor had previously explained that Decker Analytics became Captain Decker’s company upon his retirement last month. He said Decker Analytics will be responsible for handling tasks such as grants, budgetary issues, use of technology in the workplace, human resources issues, and litigation issues, among other responsibilities.
During the June committee meeting, the resolution was tabled so the committee members had more time to discuss the request. Committee members Eric Foster (R), Wesley and Judy Kuhn (R) voted to table the request. Committee chair Gussie Glasper (D) and Mike Parkinson (D) voted against tabling it.
