ILLINOIS GOVERNOR JB PRITZKER: Gov. Pritzker Announces Nine Appointments to Illinois State Boards and Commissions

Illinois Governor J.B. Pritzker issued the following announcement on Sept. 27.

Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following individuals have agreed to serve in his administration:

GREAT LAKES-ST. LAWRENCE RIVER BASIN WATER RESROUCES COUNCIL

John Rogner will serve on the Illinois Great Lakes-St. Lawrence River Basin Water Resources Council.* Rogner currently serves as the Coordinator of the Upper Midwest and Great Lakes Landscape Conservation Cooperative. Previously, he has served as Assistant Director of the Illinois Department of Natural Resources, Field Supervisor of the U.S. Fish and Wildlife Service, and Regulatory Project Manager for the United States Army Corps of Engineers. He has sat as a member of the Illinois Board of Natural Resources and Conservation, and is a member of the Wildlife Society, Natural Areas. Rogner earned his Bachelor of Science and Master of Science from Northern Illinois University in biology.

Loren Wobig will serve on the Illinois Great Lakes-St. Lawrence River Basin Water Resources Council.* Wobig currently serves as the Director for the Illinois Department of Natural Resources, Office of Water Resources overseeing all planning, design, operations, water supply, Lake Michigan water allocation, and regulatory programs. Wobig is an Illinois Licensed Professional Engineer (P.E.) and Certified Floodplain Manager (CFM) and has held several leadership positions in the American Society of Civil Engineers and the Illinois Association for Floodplain and Stormwater Management (IAFSM). He has worked in the Office of Water Resources in various regulatory and project management capacities for nearly 35-years. Wobig earned his Bachelor of Science degree in civil engineering from Iowa State University.

LIQUOR CONTROL COMMISSION

Julieta LaMalfa will serve on the Illinois Liquor Control Commission.* LaMalfa currently serves as the Director of Stout, supporting expert testimony in financially related matters. In 15 years of experience providing financial and litigation consulting services, she has worked for Natoma Partners and Grant Thornton in the capacity of Manager. She is a current board member of non-for-profit StepUp, an organization dedicated to providing girls in under-resourced communities with mentoring opportunities, and a former member of the McKenzie PTA. She is a member of the American Institute of CPAs and Association of Certified Fraud Examiners. In addition, she is certified in Financial Forensics and Accredited in Business Valuation. LaMalfa earned her bachelor's degree from DePaul University.

TORTURE INQUIRY AND RELIEF COMMISSION

Barry Miller will serve on the Illinois Torture Inquiry and Relief Commission.* Miller most recently served as a U.S. Administrative Law Judge. Previously, he's served as University Attorney at Harvard, Executive Director of TIRC, Assistant U.S. Attorney in Chicago, Trial Attorney for Civil Rights in the U.S. Justice Department and an attorney in private practice at the firm now known as Miller Shakman Levine & Feldman. Miller won awards from the U.S. Justice Department for his work prosecuting Jon Burge and for leading the Hired Truck investigation. His civic activities include serving as President of the Chicago Council of Lawyers and pro bono work for organizations such as the ACLU. Miller is a graduate of Harvard Law School.

Autry Phillips will serve on the Illinois Torture Inquiry and Relief Commission.* Phillips currently serves as the Executive Director of Target Area Development Corporation, a highly acclaimed social justice organization, and as an ordained minister. In 24-years with Target Area Development Corporation, Phillips previously served as Chief Operating Officer and Director of Violence Prevention. Phillips earned an undergraduate degree from Langston University and studied non-profit management at the Kellogg School of Management at Northwestern University.

WORKERS' COMPENSATION ADVISORY BOARD

Aaron Anderson will serve on the Illinois Workers' Compensation Advisory Board.* Anderson currently works as Fund Administrator for the Painters District Council No. 30 Pension and Health and Welfare Funds in Aurora. Previously, he has served in various capacities for the Painters District Council No. 30 as the Director of Employer Recruitment and Retention, Chair of the Board of Trustees for the Management Industry Development Fund, and on the Board of Trustees for the Employee Benefit Fund. In addition, Anderson served as the Chair and Director of the Opportunity Alliance of Illinois, Inc., and on the Illinois Workers' Compensation Commission Advisory Board. Anderson earned his undergraduate degree in biology from Northern Illinois University and a Master of Arts in Legal and Ethical studies from the University of Baltimore.

Michael Carrigan will serve on the Illinois Workers' Compensation Advisory Board.* Carrigan is the current President of the Illinois AFL-CIO. Prior to his 18-year tenure on the AFL-CIO executive team, Carrigan was the Business Manager and Financial Secretary for IBEW Local 146 in Decatur. He was elected to Decatur City Council in 1995 and served nearly four terms before being appointed Mayor of Decatur to serve out the remaining term of the retiring Mayor. At the national level, Carrigan was appointed to serve on the AFL-CIO State Federation and Central Labor Council Advisory Committee and is a current General Board member of the AFL-CIO. He also served as chairman of the 13-state AFL-CIO Central Regions State Federation Organization. He has served on several boards including the Illinois Prevailing Wage Council, Illinois Workers Compensation Advisory Board, NECA-IBEW Health and Welfare Trust Fund and Pension Fund Boards, the South-Central Illinois Telecommunication Council of the IBEW as Chairman, and the Decatur Building Trades Council as President.

Sean Stott will serve on the Illinois Workers' Compensation Advisory Board.* Stott currently serves as the Director of Governmental Affairs for the Laborers' International Union of North America Midwest Region and has sat on the Workers' Compensation Advisory Board for 8-years. Prior to joining the Laborer's International Union, he served as the Legislative Director of the Illinois AFL-CIO, representing workers on issues of worker compensation for 25-years. Stott earned his undergraduate degree from the University of New Hampshire.
