Doctor claims East St. Louis owes him $88K

An East St. Louis doctor claims the City of East St. Louis owes him more than $88,000.

Dr. Charles Means filed a lawsuit April 1 in St. Clair County Circuit Court against the City of East St. Louis.

According to the complaint, Dr. Means signed a contract and agreed to provide services to the City of East St. Louis from September 2005 through September 2007. Dr. Means says in April 2006 the City "abruptly and without cause" terminated that contract – 13 months before it was scheduled to end.

Dr. Means contends East St. Louis owes him the balance of his contract, a total of $88,338. He says the city has refused to pay.

Dr. Means accuses the city of a breach of contract and is asking to be paid the full amount owed under the original agreement.

Attorney Richard E. Banks of St. Louis is representing Dr. Means.
