Madison County Circuit Judge David Hylla has been named to head the Third Circuit's Civil Division.
Hylla's appointment was announced by Madison County Chief Judge Ann Callis in a press release Tuesday afternoon.
Hylla will take over the position from Madison County Circuit Judge Daniel Stack who will retire by the end of his term in December.
Hylla's appointment will take effect immediately.
"I consider it an honor to be asked by Chief Judge Callis to follow in the footsteps of my good friend, Judge Stack, as Chief of the Civil Division," Hylla said in the release.
"I will work hard to uphold Madison County as a fair and efficient forum for all parties to be heard and to continue to improve our mediation and arbitration programs to further assist litigants in resolving their differences."
Hylla, a Democrat, was elected to the circuit bench in 2006. He has been trained at the National Judicial College as a civil–medical malpractice mediator.
Prior to becoming a judge, Hylla practiced law as a personal injury attorney in Edwardsville.
