The City of Belleville filed a civil suit against Kelly's Limousine in St. Clair County Circuit Court May 8, alleging the car service failed to operate for the duration of a tax increment financing agreement.
According to the suit, Leon Demond, the owner, was doing business at 4104 North Belt West and entered into a development agreement with the city on Sept. 15, 2003.
"Pursuant to the agreement, Belleville made payments to Kelly's Limousine in the amount of $120,000," the suit states.
Belleville claims that Kelly's has failed to comply with the obligation of the contract since it did not operate as a limo service at the site for 15 years or the duration of the TIF.
Represented by Robert Sprague of Belleville, the city is seeking damages in excess of $120,000, plus costs of the suit.
