East St. Louis Housing Authority worker seeks $1 million from agency over verbal assaults

The East St. Louis Housing Authority is named in a $1-million lawusit after allegedly allowing one of its supervisors to verbally assault another employee.

Mildred Nicole Bryant filed a lawsuit April 25 in St. Clair County Circuit Court against Kathy Doss, Elizabeth Tolliver, Rhonda Lockett and the East St. Louis Housing Authority.

According to the complaint, Bryant has worked for the Housing Authority since 2002. In August 2010, Bryant says Doss became her supervisor. From that point on Bryant claims Doss has degraded her in front of co-workers. Bryant also contends she has been subject to unjustified discipline from Doss.

Bryant says she has made written complaints about the treatment to the Housing Authority's executive director, Elizabeth Tolliver, but claims no action has ever been taken to stop the alleged abuse.

Doss, Tolliver, Lockett and the East St. Louis Housing Authority are accused of creating and allowing a hostile work environment and intentional infliction of emotional distress. Rhonda Lockett is the Housing Authority's Chief Financial Officer and is named as a defendant, though her name or title is not discussed in the complaint.

Bryant is asking for more than $1 million in damages plus court costs.
