Coleman accuses the Alton Police Department of pursuing Lackey at a high rate of speed on May 24, 2004, in which Lackey collided with Coleman on Illinois Route 3 at Illinois Route 143, causing near fatal injuries. Coleman is seeking at least $300,000 in damages.
