Fatal shooting prompts lawsuit against East St. Louis Housing Authority

BELLEVILLE — The East St. Louis Housing Authority did not fix a security screen and an intruder shot and killed a resident, her family claims in court.

Florince Harlan, as special administrator of the estate of Alexis Winston, filed a complaint on July 13 in St. Clair County Circuit Court against the housing authority, alleging negligence for not securing the resident's apartment in a violent neighborhood. 

According to the complaint, Alexis Winston repeatedly told the housing authority about a missing security screen on her window. Last August, an intruder entered through the window, shot and killed her, the lawsuit states. 

The plaintiff requests a trial by jury and seeks damages of more than $50,000, plus costs of this action. She is represented by Jeffrey S. Deutschman and Bradley A. Skafish of Deutschman & Associates in Chicago.
