Motorist sued after fatally hitting pedestrian

BELLEVILLE – A woman is suing a motorist for allegedly fatally hitting a pedestrian in East St. Louis. 

Daphne Willis, as administrator of the estate of Fred A. Willis Jr., filed a complaint on Dec. 27 in the St. Clair County Circuit Court against LeMichael Pigram, alleging negligence.

According to the complaint, the plaintiff alleges that on July 9, 2015, the decedent was walking on the sidewalk on Missouri Avenue in East St. Louis when Pigram struck a parked car, pushing it into Fred Willis. 

The suit states that Fred Willis sustained severe injury, pain and suffering and disability. He died on May 29, 2017. 

The plaintiff alleges Pigram operated his vehicle at an excessive rate of speed, failed to maintain proper control of it and failed to maintain careful lookout to avoid the accident.

The plaintiff seeks damages in an amount greater than $50,000.
