Alton police sued for alleged injuries to suspect in custody

An Alton man is suing the local police, alleging he was injured while in police custody.

Randall Salinas filed a lawsuit Oct. 23 in Madison County Circuit Court against the city of Alton, the Alton Police Department, Peter Vambakete, Samuel Riney, Stephen January and Zachary Dellamano.

According to the complaint, on Oct. 6, 2013, Salinas was outside his residence at 3202 College Ave. in Alton where he was subsequently arrested and charged with being an intoxicated pedestrian and resisting arrest. The last charge was dismissed by the Madison County state's attorney, the suit says.

After his arrest and after being placed in handcuffs and transferred to the Alton Police Department, the plaintiff was confined to an interrogation room, the lawsuit states. 

The suit alleges during this confinement, Salinas was attacked by multiple police officers, which led to a broken jaw. The suit further alleges the interaction was videotaped but the video was either lost or destroyed.

The complaint alleges violation of the plaintiff's constitutional rights, improper training and supervision of police officers, failure to create and enforce policies, procedures and protocols for its police officers, and failure to maintain and preserve evidence.

Salinas seeks compensatory and punitive damages, attorney fees, expert fees and other damages. He is represented by attorney Lanny Darr of the Darr Firm in Alton.
