An East St. Louis auxiliary police officer is seeking $1 million in punitive damages from city officials for being passed over "numerous times for the available position of Police Officer."
Charles D. Hubbard, Sr. filed suit against the city of East St. Louis, Mayor Alvin Parks, Police Chief Michael Baxton, Sr. and Board of Fire and Police commissioners Isadore Chambers, Larry T. Hampton, Sr. and Verge Riley in St. Clair County Circuit Court claiming they have refused him gainful employment on more than four occasions "without reason."
Hubbard claims he has met all requirements for employment and that he has been retained as an auxiliary police officer since 2001.
"The Plaintiff is requesting an investigation to the hiring and notifications practices of East St. Louis Personnel Division and the governing body," the complaint states.
"Plaintiff has suffered humiliation of being passed over numerous times for the available position of Police Officer for the City of East Saint Louis only to continue to serve in a Non-Pay status," the complaint states. "Plaintiff served in a Pay Status briefly which was terminated when he was told that his background was questionable.
"The plaintiff feels that if his background was so unfavorable, why he was allowed to continue to serve as an Auxiliary Police Officer."
Hubbard is representing himself, according to the suit filed June 20.
